I am writing this just as Bill Clinton's Grand Jury testimony airs on national TV.
I have already put myself on the line by announcing on my September monthly update that I believe that public opinion (Jupiter) will be on his side in the next few weeks. One of the commentators on this TV presentation observed that after this historical airing of Grand Jury testimony by a president, that it will take about two weeks for polls to come back and results to be tallied. These polls will have some impact on whether or not the impeachment process advances.
This unusual TV presentation occurs just after the New Moon in Virgo, and at 9:04 am EDT here in Big Rapids the Moon is applying appropriately to a trine to Uranus. The chart I have has Venus ruling the ascendant, applying to an opposition to Jupiter. I still agree that the public will side with Clinton.
Media would have had us believe this taping shows Clinton in a bad light, angry, hostile, and sweating over the "juicy" parts of his affair with Monica Lewinsky. I do not see that today. I see a man delicately discussing the intimate details of his private life on a public stage and defending an accusation of perjury. I see a man cautiously treading around verbal traps and remaining poised and collected.
If we look at the president's chart progressed to September 21, 1998 we see that progressed Saturn has come to a conjunction with his natal Mercury. This is a signal of a time when someone should watch carefully what they say! It seems that Clinton is being taken to task for his definitions of "sexual contact" among other things. He has been very careful, but this could also be his downfall. Natal Saturn resides in his 10th house, a placement that most astrologers consider an indicator of a possible "fall from power". Saturn is a tough taskmaster. With this aspect you tell the truth, the whole truth, or else.
It is also interesting to observe Clinton's progressed Saturn conjunct his natal Mercury, since Mercury is ruler of the 12th house of "self undoing" and secret enemies. Uranus began an opposing transit of this fixed point in March of 97 and still influences from the station point at 8 degrees, obvious since there are continual upsets to all Clinton has built up career wise, and opposition to his words.
Transiting Saturn in Taurus squared Clinton's natal Saturn in July, squares again September 27 (a mere 6 days from now!), and will again touch the natal position on March 21. Saturn squares bring a time of reckoning. The retrogrades show we do things over again, just as Bill has had to go over his previous testimony. This same Saturn is opposing Hilary Clinton's natal Sun. Even more interesting is to see p. Mars separating from a square to that very same p. Saturn conjunction with Mercury and approaching a square to Bill's Pluto. Mars sends its progressed energy from his natal 2nd house. His finances? His values? Observe one of the key "troubles" in Clinton's current scandal involves the gifts to Monica Lewinsky. Yet doesn't Mars rule his house of relationships natally? Doesn't Mars square Saturn imply someone working very hard, carrying a heavy burden?
Good old Uranus has stationed at both 8 and 12 degrees fixed this past year, straddling both of these configurations, and is upsetting all Bill's plans, and these stations happened at the cusp of his natal fifth house: house of the love life. But what else is behind this?
Nothing that comes by way of Saturn comes quickly. This scenario has been brewing for a long time.
Over the past few years investigators have repeatedly tried to corner Clinton on the Whitewater deal. Here is that 5th house emphasis again as that is the house of speculative real estate and investments. When Hilary was implicated she suddenly became very quiet in public and faded away into a less noticeable position just as transiting Saturn moved into Clinton's natal 7th house, amidst several eclipses spanning 4 degrees to 7 degrees cardinal (in aspect to his Mars-Nep conjunction, and Mars rules his 7th). Notice his MC is 5 Cancer 59, too. With transit Saturn angular his past relationships became obvious and public burdens. There was Paula Jones with her sexual harrassment suit, Hilary who nearly made a muck-up by retaining confidential client documents demanded by the Grand Jury, and little did we know at the time, there was also Monica.
My take on this is that Clinton couldn't be caught and pinned down in the Whitewater deal, so he was caught in a net regarding something else to prove he could tell an untruth. These investigations come under that Saturn and Mercury aspect which represents the influence of secret enemies who may even come from his home state ( Saturn rules his 4th), and Saturn always works over time. Pluto is in natal conjunction with Saturn so we have some powerful friends and enemies.
Look at the chart! Pluto, ruler of natal 2nd is at 11 Leo, opposed by t. Uranus which is retrograding back and forth across 11 degrees. This is about money, this is about friends who change their allegience, this is about deceit! T. Neptune opposes Clinton's natal Saturn. Neptune stationed at 2 Aquarius 10 in May of this year and is still active in retrograde. Clinton made both open and hidden enemies with the Whitewater scandal (Saturn again! "The Past") and his friends (aren't both Pluto and Saturn in his 11th house?) have been sentenced, and now he also may be brought down a peg if political enemies can prove perjury on any matter. Saturn and Neptune transits surrounding his natal Saturn mean a scandal, and his natal Saturn in the 10th means this is a public scandal.
Look carefully at the declinations and compare natal to progressed. Progressed Moon in the 7th natal house is contraparallel natal Neptune on this chart date. There is deception about his sexual life and deception in public image. (Moon natal in 8th house of secrets and ruler of his 10th house.) Progressed Moon has just trined Pluto (Disclosure!) and applies to an opposition to progressed Sun, across the angles. Not a comfortable time for someone with a natal Sun-Moon square.
His allegations that he has political enemies is not at all wrong. Transiting Neptune opposes ( the aspect of relationship) his natal Saturn (the planet of career). Progressed Mars contraparallels natal Moon; Trouble through Women. Ruler of public enemies is Mars, and that planet has a natal conjunction to Neptune, so these enemies are nebulous and difficult to see, but he can overcome them in the public arena. Since Neptune is in the 1st house of the birth chart Clinton may be faulted for his own evasiveness, and he has caused the enmity himself. But t. Neptune is approaching a trine to Clinton's natal Mars and Neptune conjunction and his p. Sun is in parallel to his Natal Venus, so every indication is that he will overcome the enemies.
The scandal and the negative publicity is well outlined by the progressed Mercury and Saturn conjunction. In early August Clinton gave the Grand Jury testimony that was taped and shown to the country today . Two eclipses marked that time period on August 8th and August 22nd. We were given the Starr testimony on the internet as Mars transited 15' Leo, opposite the lunar eclipse point at 15' Aquarius. This same degree will be crossed by Uranus in March. Mars will transit the degree of the solar eclipse at 28' Leo 48" the first week of October.
More eclipses in Aquarius and Leo act as mirrors of those in August. January 31, 1999 a lunar eclipse at 11 Leo exactly on the presidential Pluto and opposed by t. Uranus. Then February 16 comes a solar eclipse almost exactly on the presidential Sun. This one will echo the nodal transit over his Sun of November. Friends desert him? Political ties sever financial support? Public sentiment reverses then? I think the eclipses in January and February will eventually bring unpleasant disclosures about Clinton's finances. The Saturn transit is not past pertinent points in his chart until June of 1999. Once the Saturn to natal Saturn square is completed, Saturn then squares the progressed Saturn with its Mercury conjunction, (late April, early May), and then goes on to square his Pluto.
All in all I doubt Clinton will resign or step down voluntarily. I can see him being put under tremendous pressure to do so next spring, however, and some dangerous, explosive situations surrounding his finances as well as his relationships.
Looks as though more dirt will be flung before this presidency ends.
