Declination and Out-of-bounds Planets Out-of-bounds planets

What are out-of-bounds planets?

Out of bounds means just that. The ecliptic is defined by the apparent path of the sun over the earth. Since the earth is tilted by roughly twenty-three and one-half degrees, any planet that exceeds the range of this path is considered to be "out of bounds".
